New circumstances of the disease of children in the village of Sholpan in the East Kazakhstan region were found out

A special republican commission with the participation of specialists from the Ministry of Health of the Republic of Kazakhstan finished work in the village of Sholpan in the Urjar district. As a result, it was officially confirmed that 12 children were infected with hepatitis A within five months.

The commission was headed by Nurlangazi Ibraev, deputy head of the Public Health Department of the East Kazakhstan region, the commission included experts from the Ministry of Health of the Republic of Kazakhstan, namely the head of the Public Health Protection Committee of the Ministry of Health of the RK Roza Kozhapova, the director of the epidemiological monitoring department for infectious and parasitic diseases of the scientific and practical center of the sanitary- epidemiological expertise and monitoring Manar Smagul, as well as assistant professor of children’s infectious diseases of Kaz.NSMU by Asfendiyarov Marina Golovenko .

In parallel with the Republican Commission, a commission was created by the Health Department of the East Kazakhstan region, which was headed by the deputy of this department, Rife Safiollinova.

During the work of the commissions it was clarified that the chief doctor of the Central Hospital of the Urdzhar district Tleuberlin Zh.B provided incorrect information to media representatives regarding the infection of children with viral hepatitis A.

As of January 16, 2018, during the period September 2017 to January 2018, 46 children were examined from among the contactees. Of these, 25 children were hospitalized in the infectious department of the district hospital, the rest did not need hospitalization. Of the number of hospitalized patients, the HAV was laboratory confirmed in 12 cases. However, during the work of the republican and regional commissions, facts of treatment of 19 patients for medical assistance in the medical outpatient clinic Sholpan were found. But due to the weakening of control over the epidemiological situation, the chief doctor of the regional hospital did not submit urgent notices to the regional department of public health protection. Accordingly, 19 patients were not included in the official statistics on the incidence of viral hepatitis A. All 19 patients were treated at an outpatient level, they do not pose a danger to others and their health status is assessed as satisfactory.

During the work of the commissions, complaints were received from the residents of Sholpan village about the facts of payment by parents of children of money for the transportation of a minor child to the infectious department of the Urdzharskaya CRH and the purchase of medicines at the expense of the patient.

An official investigation is in progress on the fact of death. The girl who died in the village of Sholpan, experts suspect other types of hepatitis that are not associated with viral hepatitis A. Fulminant, that is, severe forms, and acute liver necrosis revealed in the girl, are not characters for hepatitis A, since it occurs mainly in the lung and moderate severity. The final conclusion will be issued based on the results of the investigation activities of the Internal Affairs Directorate.

In general, the results of the audit revealed that the management of the Central Regional Hospital admitted gross violations: in particular, weakened the control over the organization and quality of medical care to the population, the requirements of sanitary rules were not complied with, the protocols for diagnosis and treatment were not observed, violations of the accounting records .

Based on the results of the detected offenses, measures will soon be taken against the responsible persons of the Urdzhar Central Regional Hospital.

Currently, the epidemiological situation in the region and in the Urdzhar district, associated with the CAA, is stable and is within the allowed seasonal fluctuations. 140 children in contact with patients in the village of Sholpan are covered with vaccination against viral hepatitis A.

The final disinfection was carried out in all the houses and school in the village of Sholpan. 62 water samples were taken, the results were negative.
