The activity of the regional center for combating the drug threat was discussed in Astana

ASTANA, October 31, 2017 – The 10th Review Meeting of the Memorandum of Understanding on Regional Cooperation in Drug Control (MoU) was held at the Ministry of Foreign Affairs of Kazakhstan.

The event was devoted to the development of the Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Their Precursors (CARICC) located in Almaty. During the meeting, the delegations noted the effective work of CARICC, which for its years of operation proved itself as an effective and reliable mechanism in the field of countering illicit drug trafficking and related areas of interaction between law enforcement agencies of the parties.

President of Kazakhstan Nursultan Nazarbayev, the fight against drug trafficking is one of the main priorities of domestic and foreign policy, Kazakh Foreign Minister Kairat Abdrakhmanov noted in his welcoming speech. The Foreign Minister called on the parties to build a society free from drug abuse by joint efforts. The Kazakh side welcomes the new observer states in CARICC and expects to expand their circle, especially from among the neighbors of Afghanistan and the countries through which the transit of drugs is carried out, the minister said.

Yuri Fedotov, UN Under-Secretary-General, Executive Director of the United Nations Office on Drugs and Crime (UNODC), deputy foreign ministers, heads of anti-drug agencies of Azerbaijan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, as well as the representative of the Aga organization Khan on development.

Head of the UNODC Yu. Fedotov, thanking the Government of Kazakhstan for supporting the initiatives of the UNODC, including the establishment of CARICC, highly appreciated the work carried out to institutionalize the Center, as well as further steps to improve the activities of CARICC.

The meeting adopted a Declaration expressing concern about the emergence of new psychoactive substances and psychoactive substances via the Internet, and also call on the parties to the MoU to strengthen control measures to prevent the illicit trafficking of chemical precursors that stimulate the production of illicit drugs.
