In Almaty, a meeting of the Youth Affairs Council in the executive committee of the city has been held . “The Road map of youth support in Almaty 2020” has been presented within the framework of the project presentation. H igh education institutions, youth and student organization’s representatives took part in the discussion.
Today 800 thousand people or more than 45% of the population of the megalopolis are the young people between the ages of 14 and 35 in Almaty. The city is an attraction center for young people from all the regions of the country. At the same time, due to internal migration and the entering to high education institutions, the density of population increases annually for about 30 thousand people .
On behalf of the Head of the State, in order to support and develop the intellectual and professional potential of youth, the governor of Almaty Bauyrzhan Baibek has declared 2017 “The Year of Almaty City’s Youth ” and developed a project of road map for supporting the city youth.
During the o pening event, the deputy of the governor of Almaty, Arman Kyrykbayev has mention ed that the ideological component of the project fully coincide dwith the idea of Elbasy’s article “Looking into the future: modernization of public consciousness” and t he success of the tasks set by the President of the country would depend on the youth competitiveness.
During the project presentation the Acting Head of the Youth Policy Department of Almaty, Chingis Beskempirov noted that the low level of access to the social adaptation mechanisms, the unemployment, a condition ’ s availability for involvement in criminalization processes and a non-traditional destructive religious movement ’ s activity have a negative influence on the social well-being of young people.
” W e highlighted 5 main problems i n this program. Thus, in the sphere of education it is planned to introduce a rating of higher education institutions on the quality of education and perception of corruption . 6 thousand people will be trained in 40 actual professions of the city. I t is planned to increase noticeably the quotas of youth practice f or the purpose of finding job after the training. The complex measures of stimulating the high education institutions and the colleges for the student ’ s hostels construction are also planned, “Chingis Beskempirov said.
According to hi s speech , the re has also been paid an attention for the development of mass sports: making the major sporting events, equipping sports grounds, increasing the number of track and field athletics tracks, bicycle paths, modernization of sports halls, w orkout – square . The program presupposes the allocation of funds and the development mechanisms to provide young families with housing, family and other hostels.
An important co nt ent of the road map is the development of cultural and recreational work. So, it is planned to implement the project of the Youth Loft Center, which will be opened on the territory of the former tram park. Here, young Almaty residents will be able to realize their projects and creative ideas. I t is planned to operate a regular center for teaching the state language and the English club, workshops, a youth service center, coworking center, reading rooms, etc. o n the basis of the Loft Center .
The roadmap assumes a substantial strengthening of the infrastructure for realizing the youth policy. In addition to the Loft Center, it is also planned to open four more youth adaptation centers, a career center as a structure of coordinating the youth employment work.
A separate block covers the issues of working with nonresident young people coming to the country, self-employed young people.
In general, if the road map is adopted for the implementation of mentioned tasks, from 2 to 6 billion tenge will be allocated. However, the financial capacity will be updated annually.
During the meeting, representatives of youth organizations expressed their support for the program.
The Youth Support Roadmap is a unique event for the whole city. We will discuss the project actively in different areas , we will offer some additions, proposals and next month I think it will be approved by the management of the city . Such state care for the young will make the city even more attractive, dynamic and favorable for life, “said Aysulu Yerniyazov, Chairman of the Committee of Youth Organizations.

According to the chairman of the youth wing “Zhas Otan” in the city of Almaty, Madi Akhmetov, the program reflects the main problems of youth and is a concrete guide to its solution.
“All plans are supported by financial means and the motivation of the young people , so we do not doubt the success of its implementation,” he added.
