The quota for attracting foreign workers in 2024 amounted to 0.23% of the workforce in Kazakhstan

In order to protect the internal labor market, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan annually establishes and distributes a quota for attracting foreign labor to Kazakhstan (hereinafter referred to as foreign labor) according to the needs of employers. In 2024, the general quota is set at 0.23% in relation to the labor force in the republic, or 22 thousand units.

The quota for attracting foreign workers in 2024 is divided into 4 categories as follows: 906 permits for the first category (managers and their deputies), 5,054 for the second category (heads of structural divisions). The bulk of permits belong to the third (specialists) and fourth (skilled workers) categories – 10,786 and 2,888 units, respectively. Also, up to 2,366 people can be hired for seasonal work.

In addition, for 2024, the quota for attracting labor immigrants to work in households is set at 3.1% in relation to the labor force in the republic, or 271.3 thousand units.

Let us recall that in 2023, local executive bodies issued and extended 14.5 thousand permits to employers to attract foreign workers, which amounted to 78.5% of the redistributed quota (18 thousand).

Currently, 13,183 foreign citizens are working in Kazakhstan with permits from local executive bodies.

In 2023, the quota for attracting labor immigrants to work in households was set at 305.8 thousand units. Local executive bodies issued 295,261 permits.
