Today, at a meeting of the Public Council in the format of a video conference, Beibut Atamkulov, the Minister of Industry and Infrastructure Development  presented a report on the activities of the department for 9 months of 2021, and also announced a work plan.

Members of the Public Council – deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, public figures, representatives of trade union and non-governmental organizations, as well as business took part in hearing the report. In all sectors of the manufacturing industry, there is a positive trend with a cumulative production growth rate of 105.7%. The machine-building industry shows a stable growth of production at the level of 22.8%, the pharmaceutical industry – by 38.1%, the production of building materials – by 10.1%, the light industry – by 3.8%, the chemical industry – by 3.5%. The rest of the manufacturing industries are also showing positive dynamics. It was possible to create a solid foundation for the manufacturing industry thanks to the implemented industrial policy. This made it possible to maintain the growth rates in the industry in the context of a pandemic. The Minister especially dwelled on the progress of the execution of the instructions of the Head of State. So, in accordance with the instructions, the Draft Law “On Industrial Policy” was developed, which provides for measures to support enterprises producing goods of middle and upper processing, the introduction of counter-obligations of business, stimulation of enterprises to digital transformation and the introduction of elements of Industry 4.0, the promotion of domestic goods on internal and external markets and the formation of the annual National State of the Industry Report. A new model for the functioning of the SEZ has been developed. To date, 307 projects worth 1.6 trillion have been implemented in the territories of 13 FEZs. tenge, with the creation of more than 21 thousand permanent jobs. The occupancy rate is 38%. The volume of production amounted to 3.9 trillion. tenge of which exports amounted to 298.7 billion tenge. The planned production volume in 2021 is 1.5 trillion. tenge. To increase the transit potential, next year it is planned to start implementing projects for the construction of the Dostyk-Moiynty, Darbaza-Maktaral railway line and a high-speed railway line on the Turkestan-Shymkent-Tashkent section. In the field of transport, despite the pandemic, the total transit volume for 9 months amounted to 17.5 million tons, which is 2.4% more than in 2020. The civil aviation industry has been one of the hardest hit by the pandemic. At the same time, this year there is an increase in the main statistical indicators of the industry. For 9 months of this year, according to forecasts, the number of transported passengers increased by 81% and amounted to 6.9 million people. Also, the number of passengers served at airports increased by 70%, which amounted to 12.6 million people. To date, domestic flights have been fully restored on 57 routes with a frequency of 756 flights per week. This year, active work is underway to develop the road industry. This year, road construction works covered 8.4 thousand km, of which the republican network 5 thousand km and 3.4 thousand km on the roads and streets of the local network. By the end of the year, it is planned to complete the main work at 2.2 thousand km of republican roads. In the field of construction in the current year in Kazakhstan, it is planned to build 17 million square meters. m of housing. For 9 months of this year, 89 thousand dwellings with an area of ​​10.3 million square meters have already been commissioned. meters, which is 108% over the same period last year. Investments in housing construction amounted to 989 billion tenge, which is 26.6% higher than last year. The Public Council of MIIR RK is a full participant in the formation of the policy of the Ministry. For 3 years, the members of the council considered and gave their recommendations on almost 1200 draft laws and regulations. The Public Council has become a constructive platform for expressing the views of civil society and helps the MIIR staff to more accurately assess the interests of people and business.
