The problems of covering the population in the system of compulsory social health insurance were discussed today at a regular meeting of the Interdepartmental Commission on the implementation of compulsory social health insurance.
“With the introduction of compulsory health insurance, the growth in financing of medical care compared to 2019 was 80%. At the expense of these funds, the insured population of the country can receive 81 million specialist consultations and diagnostic services, which is 25% more than in 2020, including 930 thousand expensive examinations (CT / MRI), with an increase of 3 times, more than 1 million. services of medical rehabilitation, access to drug provision of citizens will increase by 30.9%, – said the First Vice Minister of Health Marat Shoranov in his speech.
However, according to M. Shoranov, 3.2 million Kazakhstanis remain uncovered by the compulsory health insurance system with limited access to medical care, of which 1.7 million people do not pay contributions on a regular basis, 1.5 million people did not make a single payment. payment.
“As of June 2021, the number of consumers of medical services in the compulsory health insurance system (according to IS“ Saqtandyrý ”of the Social Health Insurance Fund) is 15.8 million people, or 83% of the total population of the Republic of Kazakhstan,” said the Chairman of the Board of NJSC “Fund of Social health insurance “Bolat Tokezhanov.
According to him, a low rate of the insured population is noted in Kostanay (77%), Almaty (78%), Turkestan (78%), Zhambyl (80%), Kyzylorda (80%), East Kazakhstan (81%) regions and cities Almaty and Shymkent (81% each). The highest rates of population insurance are in Atyrau (86%), Mangistau (86%), Akmola (85%), West Kazakhstan (84%) and Pavlodar (84%) regions. It should be noted that in 2020, at the expense of the accumulated assets of the Fund, medical assistance was provided in the compulsory health insurance system to citizens who found themselves without income during a pandemic and restrictive measures (in accordance with Government acts), as well as to CAP payers at a preferential rate.
So, in 2020, 1.7 million people who had not previously participated in the compulsory health insurance system paid the UCP for a total of 1.8 billion tenge. At the same time, 84 thousand people of them received treatment in hospitals for the amount of 11 billion tenge. Thus, 6 times more funds were spent from the Fund than were received for all CAP payers. According to the Bureau of National Statistics, the number of the self-employed population in the country is 2 million 78 thousand people.
Considering that on average there are about 1 million 48 thousand people in the compulsory health insurance system, 1 million 30 thousand people remain unidentified self-employed.
