Special social payment for workers in hazardous working conditions introduced in Kazakhstan

As part of the implementation of the instructions of the Head of State to increase the level of social protection of people working for a long time in hazardous working conditions, a special social payment has been introduced since January 1, 2024.

The mandatory conditions for the appointment of a special social payment are: reaching the age of 55 and having made professional pension contributions to the UAPF for at least 7 years.

The special social payment consists of several components and is provided from four sources: a special professional allowance from the republican budget in the amount of 2 subsistence minimums (hereinafter referred to as PM); from life insurance companies in the amount of 1 PM; at the expense of employers in the amount of 1 monthly salary, from the Unified Pension Fund at the expense of mandatory professional pension contributions. In addition, employees are given the right to receive payments from the UAPF through mandatory pension contributions, taking into account existing pension savings.

According to the Social Code, employers transfer mandatory professional pension contributions for workers whose professions and activities are included in the List of industries, works, professions of workers engaged in work with hazardous working conditions, numbering more than 2 thousand items. Thus, the special social payment will be provided to Kazakhstanis working in 19 sectors of the economy, including the mining and manufacturing industries and others.

Payments will be made until retirement age. To receive special social benefits, you will need to leave a job with harmful working conditions. Workers can transfer to light work, then they will receive a salary and benefits, or go on vacation and receive a special social payment until a pension is assigned.

Taking into account the mandatory conditions for the appointment of special social payments, according to the Unified Accumulative Pension Fund, more than 37 thousand workers will be able to apply for it in 2024, in 2030 – over 58 thousand, in 2035 – more than 95 thousand. Thus, the number of potential recipients of the payment will increase annually.

According to preliminary data, in 2024 the average size of special social payment as a whole will be more than 208 thousand tenge. The size of the payment for each employee will depend on the savings in the UAPF. At the same time, the size of the special social payment will increase annually due to the increase in the size of the PM. Thus, according to preliminary calculations, in 2030 the average payment will be 339 thousand tenge, and in 2035 – 519 thousand tenge.
