This was said today by the Vice Minister of Healthcare of the Republic of Kazakhstan, Lyatat Aktayeva, speaking at a briefing of the Government of the Republic of Kazakhstan with a report “On the implementation of the state program for the development of healthcare of the RK” Densaulyk. ”

“To achieve this goal, seven main directions of the state program are defined: Public health development as the basis for protecting public health, the integration of all health services around the needs of the population on the basis of modernization and priority development of primary health care, ensuring the quality of medical services, implementing the National Policy of Medicines, On the basis of the introduction of solidarity and increasing its financial stability, improving the effectiveness of human management eskimi resources in the health sector and ensure the further development of health infrastructure through public-private partnerships, innovation and modern information and communication technologies “, – informed the Vice-Minister.

She also said that due to the implementation of government programs in the field of healthcare over the past 10 years, all the main indicators have a positive trend. Thus, the life expectancy increased by 6 years, the overall mortality decreased by 27%, maternal mortality decreased by almost 4 times, infant mortality decreased by 1.6 times, mortality from BSC decreased by 3 times, malignant diseases by 20%; Tuberculosis – 5 times.

In addition, the vice minister noted that the public health service has been formed the goal, which is to create accessible and effective mechanisms for disease prevention and health promotion. Similar services are being created in the regions.

In the second direction, modernization and priority development of primary health care, the development of emergency emergency medical care, the development of specialized medical care with the integration of all health services are envisaged. It is noted that annually more than 50 million visits to PHC doctors are registered in the country. There are 3 visits per 1 resident of the Republic of Kazakhstan, whereas in the OECD countries this figure is 6.7. “To ensure the complexity and improve the quality and accessibility of health care, a policy is being implemented to unite all health services around the patient’s needs,” the vice minister added.

Moreover, within the framework of the third direction (ensuring the quality of medical services), standardization and quality management of health care, development of accreditation and licensing in health care are provided. The Joint Commission on the Quality of Medical Services was established. In 2016, the JCC approved 281 clinical protocols for diagnosis and treatment, 40 medical technologies and 8 standards for the organization of medical care. In the first half of 2017, 59 clinical protocols for diagnosis and treatment and 14 medical technologies were approved.

Lyazat Aktaeva reported that in the fourth direction (the implementation of the National Policy of Drug Provision), the purchase of medicines under direct contracts with manufacturers is increasing, which allows the savings to be spent on the purchase of additional medicines. So the share of domestic producers in the total purchase of a single distributor (IC “Pharmacy”) was 75% in physical terms, 30% in monetary terms. To date, the Single Distributor has concluded 23 long-term contracts with domestic companies to supply 909 positions.

At the same time, the Vice-Minister noted that in the fifth direction (improving the health system through the introduction of solidarity and increasing its financial stability), the Social Health Insurance Fund is functioning, where its branches are established in all regions and heads are appointed. “In order to prepare the society for the implementation of OSMS, large-scale awareness-raising activities among the population, employers, and medical workers continue.”

“Within the framework of the 6th direction (improving the efficiency of human resources management in the healthcare sector), modernization of medical education through strategic partnership with foreign universities is being carried out. So today strategic foreign partners of medical universities have been identified, work has been carried out to develop strategic development plans for 5 years, the essence of which is to change the training programs, expand the academic and managerial independence of medical schools, establish university clinics, retrain the faculty “, – she informed .

Summarizing her speech, Lyatat Aktayeva said that during the implementation of the 7th direction, PPP contracts were concluded for 11 local projects for a total of KZT 12 billion. In the Pavlodar region there are 4 projects, in Aktyubinsk – 3, in Kostanay – 1, in Akmolinsk – 1, in Kyzylorda 1, in South Kazakhstan – 1.

It should be noted that the Ministry of Health of the Republic of Kazakhstan continues to work on the introduction of electronic health passports, which will allow to store all the data on human health throughout his life, she summed up.
