On the creation of a unified electronic register of licensees in construction
As part of the instructions of the Prime Minister of the Republic of Kazakhstan, the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan, together with “Atameken”, the National Chamber of Entrepreneurs, and central government bodies, are working to create a Unified Register of Licensees in the Construction Industry.
It is planned that the register will reflect all the data that the licensee submits when obtaining a license (certified engineering and technical staff; material and technical equipment; production base, implemented objects, work experience).
This register will be integrated with the information systems of other state bodies for rechecking and updating the data.
The implementation of these measures will increase transparency in the activities of construction and design organizations since all data will be publicly available.
In turn, these measures will optimize the procedure for issuing a license in the construction sector with full automation, as was done with the state service for the accreditation of legal entities carrying out technical supervision and technical inspection.
Earlier, namely in 2019, the Ministry fully automated this public service. Applications are considered and the results are issued entirely by computer, without the influence of the human factor within 20 minutes. For this, the corresponding registers were automated with the integration of the Egov.kz. government portal
To date, the Ministry has developed a draft Roadmap with specific measures and deadlines, which has been sent to the relevant authorities for approval. The implementation period for the Roadmap is scheduled for the coming 2021.
Recall that in pursuance of the order of the Prime Minister of the Republic of Kazakhstan dated November 27-28, 2019, MIID together with the “Atameken” National Chamber of Entrepreneurs, in the manner prescribed by law, together with the Ministry of Justice, the Ministry of National Economy, the Ministry of Finance, ICRIAP, was instructed to consider the issue of creating a unified electronic register of licensees in the field of construction, which will be integrated with the existing state information systems, contain complete information on each licensee and will allow identifying inactive organizations.
