On increasing the transparency of state building in Kazakhstan

Uskenbayev, to ensure transparency of construction, all data on objects that are being built under the state order (including construction materials and work schedule), starting from next year, will be monitored through the unified information system E-Qurylys. All payments, in turn, will be made based on the information entered into this system through the Blockchain platform. As a result, each tenge spent from the budget will become as transparent as possible. The work on digitizing the construction process at public facilities has already begun (with all the logs of hidden work and acts of completion). Starting next year, the process will be fully automated. In addition, on the basis of the State Bank of Construction Projects, MIIR RK specialists worked out and formed enlarged estimated standards, and also developed an online calculator that allows you to quickly calculate the marginal cost of a construction project and excludes the possibility of overstating its cost. The calculator is attached to the Goespertiza portal (epsd.kz). Another digital innovation is the Marketplace information platform for online trade in domestic building materials. Marketplace will reduce the cost of building materials by up to 15% and ensure market transparency. Domestic manufacturers, with the support of the state, are able to conclude long-term contracts and sell construction materials at a fixed cost. Developers are also in the black, ”said the First Vice Minister of Industry and Infrastructure Development. Also, to increase the share of local content in construction, MIIR RK created an electronic Register, which displays the full range of building materials used. Requirements for the mandatory use of Kazakhstani building materials at facilities financed from budgetary funds are legally established. Contractors’ reports on purchased Kazakhstani building materials through the blockchain mechanisms of the E-Qurylys system will be displayed on the public procurement portal and automatically verified with the data specified in the design and estimate documentation of the facility. Portal integration work is already underway. In order to improve the quality of construction, MIID RK, according to Vice Minister Kairbek Uskenbaev, is strengthening state control over exploration work, and is also developing a new urban planning system that will ensure the availability of the General Plan and the detailed planning plan not only for developers, but also for the population. Citizens will be able to watch the construction of construction projects online. The digitalization of the construction industry is carried out as part of the execution of the order of the Head of State Kassym-Jomart Tokayev to increase the transparency of public procurement for infrastructure projects, eliminate excessive requirements that hinder the development of the construction industry, as well as empower citizens for public control of the construction process.
