Olzhas Ordabaev spoke about measures to ensure employment and social support for residents of the Kyzylorda region
Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Olzhas Ordabaev, as part of a two-day working trip to the Kyzylorda region, visited social facilities, large enterprises and met with entrepreneurs who started their own businesses thanks to issued grants and microloans from the state. During a meeting with activists of the region and representatives of NGOs, the vice minister spoke about measures to ensure employment and social support for the population.
According to the instructions of the Head of State, this year the Government is supporting business activities in the form of providing microloans at 2.5% per annum for young people. The size of a microloan can be up to 5 million tenge, and the maximum period of participation is from 5 years (for any purpose) to 7 years (for livestock projects).
In the Kyzylorda region, it was planned to issue 457 microloans this year. At the same time, to date, Agrarian Credit Corporation JSC has received 588 applications from residents of the region. Of the accepted applications, 519 were sent for consideration by the competition commission, of which 492 microloans were issued for a total amount of 2.3 billion tenge.
In addition, as part of the National Project for Entrepreneurship Development for 2021-2025, it was planned to issue 1,526 grants in the region for the development of entrepreneurial initiatives of citizens belonging to socially vulnerable segments of the population. To date, 1,529 project participants have received support from the state and have begun implementing their business ideas.
During the working trip, Olzhas Ordabaev got acquainted with the work of “UMIRBEK”IE. Its founder, Askhat Omirbek, received a microloan in the amount of 5 million tenge for the implementation of the business project “Purchase of fixed assets for the production of sewer wells.” Using the loan funds received, he purchased the necessary equipment for the production of reinforced concrete products. Currently he is developing his business.
After this, the vice minister visited the glass factory of ORDA GLASS Ltd LLP, which was commissioned in 2023. 70% of the products are supplied to the domestic market, 30% are exported to Russia, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan.
Olzhas Ordabaev also visited a rehabilitation center for persons with disabilities. After getting acquainted with the work of the organization, the vice minister held a meeting at its site with activists of the region, NGOs, entrepreneurs and the population. He spoke about new approaches to improving the social and labor sphere provided for under the Social Code of the Republic of Kazakhstan.
In his speech, he noted that ensuring social protection and employment of the population is one of the most important tasks of the Government and local authorities.
Olzhas Ordabaev emphasized that the state pays special attention to social support for families with children. New measures are reflected in the Social Code: extension of the period of child care payments to 1.5 years; monetization of a guaranteed social package for children aged 1 to 6 years from among recipients of targeted social assistance; assigning the status of awarded mothers to women awarded the “Altyn alka” and “Kumis alka” pendants and differentiating the amount of benefits for them; increasing the amount of state benefits for certain categories of socially vulnerable segments of the population.
The Vice Minister added that as part of the implementation of the instructions of the Head of State, it is also envisaged to strengthen the professional skills of the workforce, legislate and regulate all types of flexible employment, attract qualified personnel for the transfer of technology and knowledge, transform employment centers into career centers and large-scale digitalization of services.
He also informed the meeting participants about measures to promote employment to the population.
“The implementation of a set of measures to promote employment contributed to reducing the unemployment rate to 4.7%. For 11 months of this year. 908.5 thousand people are employed in the republic, about 311.1 thousand Kazakhstanis are covered by additional measures to promote employment in the form of training and career guidance,” said Olzhas Ordabaev.
After the speech, the vice minister answered the questions from the meeting participants and held a personal reception for citizens. After listening to the requests and suggestions of citizens, Olzhas Ordabaev gave detailed answers to their requests.
