New Building Regulations for Almaty: Why It Is Important for the City
“The head of the Department of Urban Planning and Urbanism of Almaty Almaskhan Akhmedzhanov, during a press conference of the Regional Communications Service, recalled the new Building Rules adopted a month ago. He explained what are the advantages of the updated requirements and how they will affect the development of the metropolis. Almaskhan Akhmedzhanov said that the adoption of the new Rules was preceded by amendments to the laws “On the special status of the city of Almaty”, “On local government and self-government”, “On architectural, urban planning and construction activities”, the press service of the Akim of Almaty reports.
The rules for the formation of the architectural appearance and urban planning of the city were developed on behalf of the akim Bakytzhan Sagintayev. On February 17 the current year, the draft document was proposed for discussion to the participants of the working group on the draft amendments to the master plan of Almaty.On March 25, the project was published in the public domain on the portal of the NLA.
During the discussions, the opinions of all participants in urban planning activities were taken into account. At the same time, the basic requirements for the construction of a metropolis have been preserved.
“Careful work was going on over the document, created by order of the akim of Almaty Bakytzhan Sagintayev. All the moments that excite Almaty residents when they see the upcoming construction were taken into account. In addition, there are legitimate interests of developer companies, which should be envisaged, ”A. Akhmedzhanov said.
For example, after the adoption of the new Building Regulations, developers are obliged to conduct public discussions of construction projects before receiving pre-project documentation. When developing a draft design, the developer must: comply with the regulations in areas of special construction regulation (for example, in the center); observe the number of storeys; take into account the availability of social infrastructure (medical institutions, kindergartens and schools, police stations); calculate population density. The head of the Department of Urban Planning and Urbanism said that according to the new Rules, the population density should not exceed: – 300 people per hectare in the historical center, – 440 – in the rest of the territories. “It is important that in order to prevent the development of courtyard territories, a norm has been introduced – 10 sq. m yard per person – of which a quarter is allocated for green spaces. As for the questions why this or that object does not meet the Rules, let me remind you that all the requirements of the Rules apply only to new buildings, since the law has no retroactive effect, ”said the chief architect of Almaty.
