On the eve of Independence Day, keys and housing certificates were handed in Almaty on the pilot city crediting program for youth “Almaty Zhastary”, for the implementation of which 1 billion tenge was allocated from the local budget.

The uniqueness of Almaty Zhastary, implemented by the city’s executive committee together with Zhilstroysberbank, is that the program is aimed at young Almaty residents up to the age of 35 due to the expansion of the age range of young people. At the same time, loans are given with the lowest interest, without a mandatory down payment, with collateral, where young people participate regardless of their place of work.

“Housing provision is one of the main issues for young people along with employment and education, therefore, within the framework of the Almaty Zhastary program, 100 young Almaty families will receive keys to their apartments before the end of the year. The loan issued under the youth program can be spent only for the purchase of primary housing in Almaty, so that the city’s money will remain in the city. That is, from these funds the city received salaries for builders, enterprises orders, construction companies pay taxes to the city budget,” Almaty’s governor Bauyrzhan Baibek noted.

He also added that thanks to the “Nurly Zher” program almost 6 thousand apartments were distributed among the waiting list of the city. At the end of the year, every fourth family in the queue in Almaty will receive their housing.

According to Deputy Chairman Zhilstroysberbank Zhanar Zhubaniyazova, to ensure transparency of the competition under the Almaty Zhastary program, a special portal www.almaty-zhastary.kz was developed, where participants submitted applications. Most of the documents were automatically generated by the information system of the regional gateway of electronic government. Documents were considered by the housing commission, formed from representatives of the public, youth, etc.

The experts developed a point system that takes into account the diversity of Almaty youth and is aimed at supporting young families. So, for the first child is awarded 10, and for each subsequent 15 points. Each year the marriage is estimated at two points.

Additional points are awarded to young people working in the social sphere of the city, regardless of the form of ownership. Representatives of socially vulnerable layers of the population have an additional 10 points. Considering that Almaty is a city of business, support for young entrepreneurs was separately provided, awarding one and a half points for each year of work.

The first owners of the treasured keys from their apartments were the doctor of the Central City Clinical Hospital Asiya Mirtaeva, the specialist of the laboratory of the City Reproduction Center Raigul Jangaliyeva, the engineer-operator of “AutoGazAlmaty” LLP Nurlan Saparov, etc. In total, the finalists of the program were 100 people, 162 points.

The keys to her own apartment from the hands of the akim of the city were received today by the assistant medical assistant Oksana Shefer, who scored 92 points in the competition.

“I would like to say a big thank you to our President and organizers for the implementation of this program. I would like to wish that next year this lending program for young people in Almaty will continue, because all my colleagues and friends, after learning that I have passed, have become very interested in this. We are very happy that we finally got our apartment and I congratulate everyone on the upcoming holidays,” Oksana Shefer said.

In turn, the nine-year-old daughter of Milan, which Oksana Shefer brings up alone, added: “I am very glad that we will celebrate the new year in a new apartment and finally start a dog!”.

Recall that on behalf of Elbasy, 2017 in Almaty was declared the Year of Youth. Based on an in-depth analysis of the situation in the youth sphere, the city’s Road Map for Supporting Youth for the First Time is adopted for the first time. The project on financing the construction of hostels through JSC “NC” SEC “Almaty” was launched. The construction of four hostels for 2000 places is being completed. Starting next year, construction of two more hostels for 2,400 places will begin. In general, until 2020 in the city will build 12 hostels for 7 thousand seats.
