MLSPP Simplifies Proactive Services

The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan is reengineering the process of providing public services provided in a proactive format, that is, automatically, without the participation of a citizen.

“At the end of last year, a low coverage of the provision of public services in a proactive format was noted. Previously, during an SMS dialogue, service recipients had to respond to two SMS messages, where the first was an agreement to receive a service.

To increase the number of people who received government services proactively, it was decided to reduce the number of SMS messages in a dialogue with a service recipient from two to one. By responding to the request in one SMS message, confirmation of the choice of the service bank will be received, which will be an automatic consent to the provision of public services through a proactive “, – said Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Erbol Ospanov

From June 1 of this year in a simplified format, the service “Assignment of benefits in connection with the birth of a child and for the care of a child up to one year” is provided.                                                                                                                                                                                                    As a result, the number of successfully rendered proactively services increased from 10% to 37%. By the end of the year, it is planned to bring this indicator to 50%.                                                                                                                                                                                                                             In addition, in order to automatically exchange information, the process of confirming an existing or opening a new bank account for citizens is being optimized through online integration with second-tier banks and KazPost JSC. Also, by the end of the year, it is planned to optimize a number of proactive services:

– assignment of social benefits in case of job loss;

– assignment of social benefits in case of loss of a breadwinner;

– the appointment of state social benefits for the loss of the breadwinner;

– assignment of social benefits in case of disability;

– the appointment of state social benefits for disability;

– the appointment of state benefits to mothers with many children who were awarded the “Altyn alka”, “Kumis alka” pendants or who had previously received the title “Mother Heroine”, awarded with the orders “Maternal Glory”.
