“Our task is to make Almaty comfortable, convenient, to improve the quality of life for each person. To do this, the city should have an annual economic growth of at least 5% on average, an increase in labor productivity by 2 times, an increase in the GRP per capita over 15 years by 1.5, and for 30 years – by 3 times. The key condition for this is a systemic change in the structure of the economy. Experts predict that by 2035 the population of Almaty will be more than 3 million people. That is, the economically active population growth of 700 thousand people is necessary to provide jobs in the sectors of IT, education, health care, engineering, high-tech industry, the arts and tourism. According to it, a comfortable, innovative, environmentally friendly environment should be done, and a high quality education and a health care should be ensured following the example of the OECD countries, ”said Bauyrzhan Baybek.

One of the key points of the President’s Address is the task of reducing the shadow turnover by almost 40%. Today, more than 80% of the economy of the city of Almaty is trade and services. In recent years, the Almaty’s executive committee has been systematically and consistently working to remove the sphere of trade from the shadows, and the markets are being modernized. Only in 3 years more than 240 billion tenge of private funds were invested in the development of the trade sector.

“Digitalization is the most effective mechanism for ensuring the transparency of the economy, reducing bureaucracy, reducing the costs of citizens and business. In the next five years, with the involvement of private investors, it is planned to introduce almost 23 thousand new apartments.

The most important initiative of the President is the increase in the minimum salary. Only in Almaty, according to preliminary calculations, this will affect more than 25 thousand public sector employees.

In addition, on the instructions of the Head of State, a new model of remuneration of civil servants is being introduced in the country. From this month, Almaty will also switch to a new model. The salary of civil servants will increase by an average twice, which was made possible by optimizing inefficient costs. At the same time, 49 state-owned enterprises were reduced, 32 of which were transferred to the competitive environment.

Since the beginning of the year, 24 thousand jobs have been created due to systemic measures of state support for SMB. By the end of the year, another 8,000 jobs will be created. At the same time, for every tenge of state investment there are 4 tenge of private. Already today, the state’s share in the city’s economy is 2.4%. At the same time, for 8 months, by the city budget were collected 13.2% more taxes than last year, and 6% more from small and medium businesses.

As part of the development of a comfortable urban environment, two thirds of the historic center of the city were reconstructed, 524 streets and almost 1,400 old courtyards were repaired. Updated 300 km of ditches and more than 800 km of utilities. All underground passages of the city were thoroughly repaired. A third of all street lighting is translated into LED and energy-saving lights. Lighting pillars are being installed on sidewalks and courtyards. Until the end of the year, the share of new public transport will be increased to 80%.

According to the principle of polycentricity, over 512 billion tenge of state funds were invested in the development of the Alatau and Nauryzbay districts. 240 km of roads, 1300 km of engineering networks were built, 11 schools, 156 kindergartens and 10 medical organizations were introduced. The volume of private investment amounted to 252 billion tenge, the number of enterprises increased 4 times, the amount of taxes – 10 times. As a result, the quality of services and social well-being of almost 400 thousand residents of the districts improved.
