Today during the meeting with Almaty city’s governor Bauyrzhan Baibek told about the forthcoming work in the metropolis on implementation of large-scale social projects of the Head of State.
According to him, the modernization of the country carried out by the Head of State has a comprehensive, holistic character, covering all spheres. Thus, the constitutional reform has established an accurate balance of branches of power, has given a new impetus to the development of local self-government. Active work is underway to modernize and digitize the country. In turn, the program “Ruhany zhangyru” launched the process of spiritual modernization and renovation of the national consciousness on the principles of openness, pragmatism, the cult of knowledge, competitiveness.
“As always, the Elbasy projects are a rational, well-calculated and supported by the necessary resources program of action for further improving the well-being of the population. Five social initiatives are a clear testament to the fact that the care of a person is always at the head of the policy of our President. Our task is to organize immediate work on the implementation of these instructions, so that every Almaty person will feel the positive results of large-scale social projects. We have all the resources for this,” said Bauyrzhan Baibek.
He noted that the city’s population is growing every year, so the construction of affordable housing is one of the priorities of the city authorities. In 2017, the pace of housing construction in Almaty increased 4-fold, and every third waiting list received an apartment. Built 1.9 million square meters. m housing or 16.5 thousand new apartments. At the same time, in the near future more than 1.5 million square meters of housing or more than 17,000 apartments will be built. In addition, within the framework of a specially developed housing program for youth “Almaty Zhastary”, 2 billion tenge will be allocated from the local budget this year. Participating young families without a down payment can take a housing loan at a 5% rate.
According to the head of the city, today in Almaty more than 50 thousand students need dormitories. In this connection, last year 4 hostels for 2 thousand places were built, and until 2020 20 more hostels are planned to be built.
At the same time, today more than 27 thousand young people receive free education in the colleges of the city. On the instructions of Elbasy from 2016 annually, due to the budget, the cost of payment in kindergartens has been reduced by almost 2.5 times. More than 2 thousand townspeople receive housing assistance each month to compensate for public services. In addition, the akimat subsidizes and tariffs for utilities. Since 2015, to contain the tariff from the local budget, more than 3 billion tenge have been allocated, and over 100 billion for the modernization of networks.
During the meeting with the city’s asset Bauyrzhan, Baibek said that by the end of the year full gasification of the private sector will be ensured, and by 2021 another 4 thousand private houses will be connected in the suburban zone of the Almaty metropolitan area. On the instructions of Elbasy, work has begun to transfer gas to CHPP-2, which the Ministry of Energy estimates will cut emissions of CHPP into the atmosphere by 30 times.
