Joint statement by the President of the Republic of Kazakhstan and the President of the Russian Federation on the tenth anniversary of the signing of the Treaty between the Republic of Kazakhstan and the Russian Federation on good neighborliness and alliance in the 21st century

On the eve of the tenth anniversary of the signing of the Treaty between the Republic of Kazakhstan and the Russian Federation on good neighborliness and alliance in the 21st century dated November 11, 2013 (hereinafter referred to as the Treaty), President of the Republic of Kazakhstan K.K. Tokayev and President of the Russian Federation V.V. Putin, based on the interests of the dynamic continuation of interaction between the two countries in accordance with the spirit and letter of the Treaty, highly appreciating the Treaty of Friendship, Cooperation and Mutual Assistance between the Republic of Kazakhstan and the Russian Federation of May 25, 1992, as well as the Declaration between the Republic of Kazakhstan and the Russian Federation on eternal friendship and alliance, oriented towards the 21st century, dated July 6, 1998, noting the atmosphere of openness, trust and mutual understanding of the negotiations, expressing confidence that the implementation of the agreements reached and documents signed during the visit will contribute to the further development of traditionally friendly relations between the Republic Kazakhstan and the Russian Federation, as well as bringing them to a qualitatively new level, attaching great importance to the results of the XIX Forum of Interregional Cooperation of the Republic of Kazakhstan and the Russian Federation, held in Kostanay on November 9, 2023, declare the following.
I. Meaning of the Treaty
The Treaty, combining the best practices of multifaceted Kazakh-Russian relations and adherence to generally accepted principles and norms of international law, fully provides the legal framework for the progressive development of these relations for the foreseeable historical future.
Thanks to the implementation of the key provisions of the Treaty, a model of advanced interstate relations has been formed that meets the interests of the two countries and their peoples and plays an important role in ensuring international and regional security. The agreement corresponds to the realities of the international situation and Eurasian integration processes, as well as the requests of citizens of both states.
Despite the rapidly changing geopolitical situation, the Treaty remains relevant, which makes it possible to actively develop cooperation in all spheres of life of the two countries, as well as in the activities of regional and international organizations and associations.
