Conference of the Regional Alliance of Labor Inspections of the CIS Member States and Mongolia

Within the framework of the X Kazakhstan International Conference on Occupational Health and Safety KIOSH-2022, a conference of the Regional Alliance of Labor Inspections of the CIS Member States and Mongolia (hereinafter referred to as RAIT) was held, during which changes in inspection bodies and the results of supervisory activities in 2021 were discussed, activities International Association of Labor Inspections, as well as the experience of Kazakhstan in involving persons with disabilities in the implementation of labor protection at enterprises within the framework of the People’s Control project.

Conference of the Regional Alliance of Labor Inspections of the CIS Member States and Mongolia was held in Nur-Sultan

The event was chaired by the Deputy Head of the Federal Service for Labor and Employment of the Russian Federation, Vice President of the International Association of Labor Inspections Ivan Shklovets, with the participation of representatives of the CIS countries and Mongolia.

Speaking at the conference, the First Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Akmadi Sarbasov spoke about the ongoing work in the field of labor protection.

He reported on the amendments to the legislation, which regulate the issues of remote work by employees, introduce administrative liability for employers who attract employees through service contracts that illegally exceed working hours.

“The concept of labor safety and protection until 2030 has been prepared, which in this year. approved at a meeting of the Republican tripartite commission on social partnership and regulation of social and labor relations. It provides for the modernization of the national labor protection management system based on a risk-based approach, economic incentives for measures to reduce occupational risks, as well as the development of professional competencies and scientific potential in the field of labor protection,” Akmadi Sarbasov shared.

In turn, the Deputy Chairman of the Committee for Labor, Social Protection and Migration of the Ministry of Labor and Social Protection of the Republic of Kazakhstan – the Chief State Labor Inspector of the Republic of Kazakhstan Tolegen Ospankulov spoke about the experience of Kazakhstan in involving persons with disabilities in the implementation of labor protection at enterprises within the framework of the People’s Control project.

Over the past five years, 24,000 persons with disabilities have been employed within the quota. Also, within the framework of the National Project for the Development of Entrepreneurship, 4.9 thousand people with disabilities were employed.

“In addition, the MLSPP, together with the Federation of Trade Unions of the Republic of Kazakhstan, as part of the implementation of the instructions of the Head of State on the implementation of the “People’s Control” project at the country’s enterprises, is conducting information and explanatory work with employers to attract persons with disabilities as “people’s controllers”.

The People’s Control project is an opportunity for full-fledged employment of people with special needs. When selecting personnel for participation in the project, preference is given to employees who left work at the enterprise due to the establishment of disability.

During the conference, a number of internal issues of RAIT were also discussed, such as changing the name and creating the symbols of RAIT, developing a mechanism to encourage the best labor inspectors of the state labor inspectorates of the Alliance countries, and others.
