B.Nurymbetov explained the Rules for assigning a one-time payment “42 500 tenge”

 

Who can qualify for a lump sum payment from the State Social Insurance Fund (hereinafter referred to as the SSIF) in case of loss of income due to the introduction of strict restrictive quarantine measures? How to apply for her appointment, how long will it take to receive them? Who will receive the payment in a proactive format? The Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Birzhan Nurymbetov answered these and other questions at a briefing at the Central Communications Service under the President of the Republic of Kazakhstan.

At the beginning of his speech, the head of the MLSPP recalled that, on behalf of the Head of State, in connection with the introduction of quarantine measures in July 2020, subject to a complete loss of income, working Kazakhstanis will receive a one-time payment (hereinafter referred to as payment) in the amount of one minimum wage – 42,500 tenge.

According to Birzhan Nurymbetov, the following categories of citizens can apply for the above payment:

1) employees on unpaid leave, with the exception of employees of second-tier banks, organizations engaged in certain types of banking operations, and legal entities affiliated with them, state legal entities (except for employees of state-owned enterprises on the right of economic management), as well as legal entities, 100% of shares and shares in the authorized capital of which belong to the state;

2) individual entrepreneurs;

3) persons engaged in private practice;

4) individuals who receive income under civil law contracts, the subject of which is the performance of work (provision of services) (hereinafter – individuals who receive income under GPC contracts);

5) individuals who are payers of a single aggregate payment (hereinafter referred to as the payer of the CAP).

“Lists of employees on unpaid leave and entitled to payment are submitted by employers through egov.kz and 42500.enbek.kz portals. The fact of restriction of their activities will be confirmed by the district and city headquarters, which include representatives of the NPP and trade unions. Other categories apply for payment assignment on their own. We have provided several ways for this, ”Birzhan Nurymbetov said.

Citizens eligible for payment who are not employees can apply through:

– web portal “Electronic government” – egov.kz;

– portal 42500.enbek.kz;

– telegram-bot of “Electronic government”;

– 42500.enbek.kz application in the Aitu messenger;

– mobile applications and Internet resources of second-tier banks.

“We also provide for the appointment of payments in a proactive format. Citizens who received a payment last time, whose activities were most likely also subject to restrictions, we will ask via SMS to confirm the fact of loss of income. In case of a positive answer and consent to the proactive appointment, payments will be assigned without an application. And they no longer need to submit applications on the portals, they can further track their status, ”the minister added.

A lump sum payment is not allowed for persons who do not have the fact of a complete loss of income due to the introduction of strict restrictive quarantine measures, including:

1) if the activities of an employer, an individual entrepreneur, a person engaged in private practice, or a legal entity with whom a civil law contract has been concluded, is not limited by the introduction of strict restrictive quarantine measures;

2) persons who are on paid annual labor or social leave, as well as those released from work in connection with the introduction of downtime in accordance with labor legislation;

3) to the CAP payers who do not have the fact of payment of a single aggregate payment in the first half of the current year;

4) individuals who receive income under GPC contracts, for whom there is no fact of payment of mandatory pension contributions in the first half of the current year;

5) recipients of pension payments, state benefits, targeted social assistance, recipients of social payments paid from the SSIF, persons covered by measures to promote employment, and persons who are not part of the labor force in accordance with the Law on Employment of the Population, which first paid the EAP during the period of restrictive quarantine measures;

6) persons who are fully supported by the state in the institutions of the penal system;

7) in case of restoration of the lost income of the recipient of the lump sum.

“The acceptance of applications will continue until September 1, 2020,” Birzhan Nurymbetov summed up.
