The governor of Almaty Bauyrzhan Baibek met with rectors of higher educational institutions of the city.During the meeting, there was discussed the questions about the students social and the living condition’s improvement in hostels, the adaptation of youth to life in a megacity, and also prevention the criminogenic situations among the students.
“On behalf of the Head of State, 2017 years was declared in Almaty as the” Year of Youth “. The percentage of young people is increasing every year in the city, therefore the issues of their employment and making the appropriate conditions are our prior task . Based on the analysis result, the “Road Map for Youth Support to 2020″ was done with the concrete indicators, the responsible persons and the funding. These are the unprecedented measures of young people support. 7.5 billions tenge have been alloted for the realization of it,” B.Baibek said.
Today Almaty remains the center of migratory rush of young people from all regions of the country. The research has shown that not all the nonresident students have been provided by the hostels in many higher educational institutions. There is a overcrowding and a number of other system defects. There are only 29 hostels of 38 universities. There are only 94 student hostels , where there is an overpopulation, the access problems with the internet, a non-compliance with the fire safety rules and a number of other systemic shortcomings. According to the head of the metropolis, it is necessary to liquidate the identified defects during the vacation period and to ensure the place’s division’s transparency in the student’s hostels.
In turn, the heads of educational institutions told their readiness to provide all supports for the “Roadmap” realization .They vouched themselves to carry out the major and current repairs in all hostels before the new academic year. The university management has planned to raise control over the sanitary and the hygienic standards accordance, the students comfortable living conditions , to strengthen the security measures in the students residence, to elaborate a system’s privileges for the excellent students and the orphaned students living in hostels from the socially weak parts of the population.
It should be reminded, the road map of youth support in Almaty contains five basic directions. Thus, it is planned to make the institutions rating by the corruption perceptions in the sphere of education. 2,500 people will be trained under the free education program for 2.5 years. There will be a support to the universities and the colleges in the construction of student hostels. The program involves the allocation of funds and the development of security improvement mechanisms of the young families with housing. It is planned to increase the quotas of youth practice, and also the training for more than 6 thousand people. The center of nonresident youth, a career center and a dormitory center will be opened.
