A number of functions in the field of industrial safety are transferred to the Ministry of Emergency Situations of the Republic of Kazakhstan

According to the Decree of the Head of State dated September 9 of the current year, the Ministry of Emergency Situations of the Republic of Kazakhstan was created, to which the function and authority for the formation and implementation of state policy in the field of industrial safety were transferred.
In accordance with this document, a number of functions previously assigned to the Committee for Industrial Development and Industrial Safety of the MIID RK will be transferred to the newly created Ministry, in particular to the profile committee. The committee was assigned functions for the formation and implementation of state policy in the supervised areas and industries, including:
– issues of industrial and innovative development of mining and metallurgical, coal, mechanical engineering, chemical, pharmaceutical, light, woodworking, and furniture industries;
– energy efficiency and energy saving;
– ensuring industrial safety;
– implementation of export control;
– development of special economic zones;
– increasing the share of local content.
Thus, a number of functions of the IRIS will be transferred to the newly created structures, in particular, we are talking about functions related to such issues as:
– turnover of explosives and pyrotechnic substances;
– certification and examination in the field of industrial safety;
– approval of design documentation for hazardous production facilities;
– conducting drills and acceptance tests of hazardous production facilities;
– Coordination of mining plans;
– development of requirements for gas supply systems;
– implementation of permitting control in the regulated area;
– implementation of state supervision over the readiness of production facilities to eliminate and localize accidents and their consequences;
– implementation of state supervision over the observance of norms in the field of civil protection;
– implementation of state supervision over the timeliness of technical inspections of hazardous industrial devices, buildings, and structures;
– investigation of accidents and accidents at hazardous production facilities.
