The Convention on the disposal of sunken ships was submitted in the Senate of the Parliament of the Republic of Kazakhstan, for ratification
Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Beibut Atamkulov presented to the senators the draft Law on Ratification of the 2007 Nairobi Convention on the Removal of Sunken Vessels.
The Nairobi Convention is aimed at creating uniform rules and procedures to ensure the prompt elimination of the consequences of a maritime accident, including the recovery of sunken ships and the prevention of marine pollution.
The convention was adopted under the auspices of the International Maritime Organization. 53 states have already joined it.
It is important for Kazakhstan to sign this document.
Ratification of the Convention will create the necessary conditions for the protection of the country’s interests in the event of a maritime accident and will allow:
– to establish the obligation of shipowners entering Kazakhstani waters, to insure their liability or to have other financial support for the removal of the sunken ship. This will also enable Kazakhstan to claim compensation for the costs of raising the vessel directly to the insurance company without the participation of the ship owner;
– receive guarantees from the maritime administration of the flag state in the form of a certificate of insurance issued by it in the fulfillment by the shipowner of its obligations to raise the vessel and eliminate the consequences of the accident;
– to determine the procedure for the actions of the Maritime Administration of Kazakhstan, the ship owner and the maritime administration of a foreign vessel in the event of a maritime accident.

The Trans-Caspian international transport route is actively developing. New ferry services and regular container lines with the Caspian ports are opening. In 2020, 1283 ship calls were registered.
By 2025, it is planned to increase the volume of cargo traffic through the seaports of Aktau and Kuryk to 10 million tons. Accordingly, the number of sea-going vessels entering Kazakhstani waters will increase.
