The Ministry of Health registered an order on the use of one-time pension payments for treatment

The rules for the use of lump-sum pension payments for treatment have been developed to implement the Law of January 2, 2021 “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Recovery of Economic Growth.”
These Rules were posted on the portal of open legal regulations for public discussion, discussed with health departments and a working group as part of interested state bodies, passed anti-corruption expertise, agreed with NPP Atameken, accredited organizations, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, the Regulatory Agency and the development of the financial market.
It should be noted that in accordance with the order of the Government of the Republic of Kazakhstan No. 12-r dated January 30, 2021 “The list of government regulations necessary for the implementation of the law of the Republic of Kazakhstan dated January 2, 2021” On amendments and additions to some legislative acts of the Republic of Kazakhstan on the restoration of economic growth of January 2, 2021 ”the order was early approved on February 15, 2021 under No. ҚР DSM-18 and registered with the Ministry of Justice of the Republic of Kazakhstan on February 17, 2021 under No. 22226.
In general, the use of lump-sum pension payments for treatment allows our citizens to receive additional medical services, namely those services that are not covered by the guaranteed volume of free medical care and (or) the system of compulsory social health insurance.
The list of medical services paid for by lump-sum pension payments includes:
– treatment of orphan diseases, including their drug provision, as well as diagnostic studies to determine the tactics of treatment;
– dental services provided in medical organizations located on the territory of the Republic of Kazakhstan (dental prosthetics, implantation)
– reconstructive and restorative operations (plastic) in order to correct postoperative scars and congenital defects, also after a mastectomy
– radionuclide and radioiodine therapy
– radiosurgical treatments (gamma knife, cyberknife)
– proton therapy
– ophthalmic services (corneal collagen crosslinking, laser vision correction).
This list of medical services can be revised taking into account the needs of the population.
To use lump-sum pension payments for treatment, the applicant must independently obtain information from the UAPF on the available amount of the lump-sum pension payment, including through the UAPF Internet resource.
Then contact the medical advisory commission of the polyclinic at the place of attachment to obtain an opinion on referral for treatment at the expense of one-time pension payments in accordance with the above List with a copy of an identity document and a conclusion of a specialized specialist attached.
The Medical Advisory Commission makes a decision no later than 5 (five) working days from the date of the applicant’s application.
After receiving the opinion, he chooses a medical organization, including a foreign one (with the exception of dental services) and concludes an agreement with it on the provision of medical services with the further attachment of a scanned version of the agreement and the conclusion of a medical commission in his personal account on the Internet resource of an authorized operator (Otbasy Bank).
The authorized operator (Otbasy Bank), if the documents provided by the recipient correspond to the intended purpose of the lump-sum pension payments, within 5 (five) working days from the date of receipt of the documents from the recipient, transfers the lump-sum pension payments for their intended purpose.
This order comes into effect from the day of its first official publication.
The official publication of the order of the Minister of Health of the Republic of Kazakhstan dated February 15, 2021 No. ҚР DSM-18 “On approval of the rules for the use of lump-sum pension payments for treatment” is expected in the near future.
