The issues of reducing the level of industrial injuries were discussed in Karaganda

The event was attended by Tolegen Ospankulov, Deputy Chairman of the Labor, Social Protection and Migration Committee of the MLSPP of the Republic of Kazakhstan – Chief State Labor Inspector of the Republic of Kazakhstan, Alisher Abdykadyrov, Deputy Akim of the Karaganda Region, Irina Lyubarskaya, the heads of the Labor Inspection Department of the Karaganda Region, Baiken Zhumabayev, Department of the Committee for Industrial Development and Industrial Safety in Karaganda region, Galimzhan Zhumasultanov, Department of Industry and Industrial-Innovative Development of the Karaganda region, heads of industrial enterprises of the region, social partners and others.

The meeting participants discussed the incidents of industrial injuries, their causes, and circumstances. Tolegen Ospankulov, Deputy Chairman of the Labor, Social Protection and Migration Committee of the Ministry of Labor and Social Protection of the Republic of Kazakhstan, informed about the current situation with industrial injuries in Kazakhstan.

“Accidents and occupational diseases not only cause human suffering but also cause significant economic damage. According to the International Labor Organization, for these reasons, more than 4% of the gross domestic product of the world economy is lost annually. Unfortunately, such losses also occur in Kazakhstan. Annually, over 1.3 thousand accidents are allowed in the organizations of the republic, as a result of which more than 200 people die, ”he said.

According to the chief labor inspector, more than 2.5 thousand large enterprises of the country have implemented international and national labor safety and health standards, of which 149 are in the Karaganda region.

In addition, 548 production facilities underwent certification of production facilities to assess the actual state of working conditions at workplaces and carry out a set of labor protection measures on them based on the results of 6 months of the current year.

“In the period from 2015 to 2019, thanks to the comprehensive measures taken in the field of labor protection, injuries at enterprises have been reduced by 17%. However, in 8 months of this year, 912 people suffered at the country’s enterprises, which is 7.5% more than at the same period of the last year, ”Tolegen Ospankulov said.

An increase in the number of victims, according to the Deputy Chairman of the Committee for Labor, Social Protection and Migration of the Ministry of Labor and Social Protection of the Republic of Kazakhstan, is observed in Karaganda (from 122 people to 159 people), Kostanai (from 64 people to 86 people), Turkestan (from 27 people. up to 64 people), North Kazakhstan (from 20 people to 29 people) regions.

Of all the violations revealed at the enterprises of the republic as a result of inspections carried out within 8 months, 30% fall on violations in the field of labor safety and protection. According to Tolegen Ospankulov, the most frequent violations, such as failure to provide safe working conditions, lack of training for workers on occupational safety, and the absence of a service or a person in charge of occupational safety, indicate neglect of the creation of safe working conditions, both by employers and by the victims themselves.

Summing up the results of the meeting, the chairman of the Labor, Social Protection and Migration Committee of the MLSPP RK Erbol Nurgaliev noted that in order to improve the situation, it is necessary to intensify work at the enterprises of the region on the implementation of the labor protection management system, vertical control from the customer to the contractor to ensure safe working conditions. He also recommended the creation of production councils for safety and labor protection and the implementation of the “People’s control” project

Nurgaliev instructed employers, together with the Labor Inspection Department of the Karaganda region, by the end of the year to strengthen the work on the implementation of the Road map to reduce industrial injuries and jobs with harmful working conditions for 2019-2023, to develop and approve at each enterprise where accidents occurred at work, an action plan to improve working conditions and reduce industrial injuries, assess occupational risk and take measures to minimize it at all production enterprises.

“An important step towards reducing the incidence of violations committed by employers and employees is to strengthen the work on training employees in occupational safety and health issues, safe methods and techniques of labor,” the speaker emphasized.

Yerbol Nurgaliev also noted the importance of continuing the information campaign on joining enterprises to the “VizionZero” (zero injuries) program of the International Social Security Association.
