President of Kazakhstan Kassym-Jomart Tokayev held an extended meeting of the Government

According to Kassym-Jomart Tokayev, the Government will have to launch a new investment cycle. He pointed out that the share of investment in fixed assets in the country’s GDP is declining. In other words, funds are not being invested in the economy to at least maintain the current growth rate in the coming years.
The President said that based on the results of the first half of the year, the results of the work of the Investment Headquarters will be summed up and the effectiveness of the activities of each minister and akim will be substantively assessed.
Another priority is the reform of the public procurement system, public-private partnerships, and regulation of the construction industry. This direction should organically complement reforms in the field of attracting investments, as well as the effective use of budget funds.
Along with this, in his speech he outlined the need to take systemic measures for comprehensive liberalization of the economy.
The government has been instructed to review the Register of State Property and clarify the methodological aspects of the privatization process, as well as, together with ASPIR, the Agency for the Protection and Development of Competition, to prepare a Decree on economic liberalization within a month.
The leader of Kazakhstan also demanded to give a new impetus to the industrial development of the country, the agro-industrial complex and the rational use of water resources. The government should pay special attention to the transition from the raw material orientation of the agro-industrial complex to the development of processing of agricultural products. The President emphasized the importance of widespread introduction of water-saving technologies and he instructed the Government to develop a detailed set of measures for the restoration and development of the country’s utility and energy infrastructure.
The importance of intensifying efforts to strengthen the country’s transport and logistics potential was also noted. It was instructed to adopt a policy document in the first half of 2024 aimed at solving key problems of the railway industry.
In addition, the President emphasized the extreme importance of continuing the digitalization of the economy and ensuring the widespread use of artificial intelligence technologies and that the country is starting to create a high-performance supercomputer that will be available not only to scientists, but also to various companies operating in market.
At the extended meeting, special attention was paid to the social sphere. The leader of Kazakhstan reported the need for a complete review of the structure and mechanisms of social assistance and support. Issues of the healthcare system were not left aside either.
Kassym-Jomart Tokayev instructed the Government, regional akims and the Samruk-Kazyna Foundation to quickly eliminate all problems that are hindering the implementation of the “Modernization of Rural Health Care” and “Comfortable School”national projects .
