Thus, modern tools will appear in Kazakhstan to ensure the transparency of construction processes. One of them is the new unified information system E-Qurylys. Based on this system, all data on the construction of objects will be entered into the open platform of the Blockchain system, where all data, including construction materials and work rhythm, will be visible. Digitization of the construction process directly at public facilities with all logs, acts of hidden and completed work will be automated by the next year.
In addition, MIID, on the basis of the State Bank of Construction Projects, launched on the site of the Unified Portal and the Unified Information System of Comprehensive Non-Departmental Expertise, has formed consolidated estimate standards (USN) for construction projects. , which allows you to calculate the marginal cost of an object, thereby excluding cases of overstating the cost of construction objects.
Another innovation in urban planning is the creation of a “Marketplace”special information platform for online trade in domestic building materials. With the support of the state, the online platform will provide an opportunity to sell construction materials at a fixed cost. This will reduce the cost of materials by up to 15% and ensure the transparency of the building materials market.
Also, during the presentations of the participants, the issue of increasing the share of local content in construction will be considered. Taking measures in this direction, the Ministry has created an electronic Register, which displays the nomenclature of building materials used. At the legislative level, mandatory requirements have been introduced for the use of Kazakhstani building materials at facilities financed from budgetary funds. In the future, these reports of contractors on purchased Kazakhstani building materials will be displayed on the public procurement portal and automatically check with the data that was specified in the design and estimate documentation.
Today, the integration of the portals of the State Procurement and State Expertise is being carried out. In addition, in order to improve the quality of construction, the Ministry will strengthen state control of the construction process, control over survey work, and also introduce a new urban planning system that will ensure the availability of the General Plan and the Detailed Planning Plan to the population, thereby allowing citizens to fully observe the construction of construction projects. In general, the implementation of all of the above new norms will eliminate the excessive requirements that hinder the development of the construction industry.
