Problematic issues of school medicine were discussed in the Ministry of Health of the Republic of Kazakhstan
Today, under the chairmanship of Vice Minister of Health of the Republic of Kazakhstan Azhar Giniyat, a working online conference on problematic issues of school medicine was held. The meeting was attended by the coordinators of the regional programs “School Medicine”, representatives of the Health Administrations of the regions and specialized associations.
“Today we have gathered here to discuss problematic issues in the field of school medicine in order to take them into account and, next year, if necessary, make changes to regulations, solve funding issues and other problematic issues. Children’s health is one of the most important directions in our work, ”Azhar Giniyat noted.
Zhanar Saduova, head of the Department of Child and Adolescent Health of the Department of Mother and Child Health, reported on the current situation. In the period 2017-2019. an increase in the number of doctors by 12.7%, nurses by 2.5% was registered. Since 2017, there has been a positive growth in the share of medical workers covered by advanced training almost 2 times, due to the transition of school doctors to the health care system. In terms of material and technical support, we also have positive dynamics.
At the same time, there is an increase in the workload by 6% per school nurse, due to the increase in the number of students in schools of the republic has grown by 9%, ”Zhanar Saduova said.
The number of screenings performed has increased: the percentage of completion was 89% in 2017 and 100% in 2019. In addition, funding has increased since 2019 by 27%.
The equipment of medical offices has improved from 52.0% in 2017 to 96% in 2019 and they are brought in line with the requirements of the Standard for the organization of primary health care in the Republic of Kazakhstan, approved by Order of the Ministry of Health of the Republic of Kazakhstan dated 03.02.2016 No. 85. Medical information systems are being introduced and integrated into the school health care system.
“If we make a pooled analysis of the school health care system by strengths and weaknesses, then there is low coverage of recovery, as a result of attachment on a production basis. That is, the continuity between polyclinics suffers, when there is a difference between the place of residence and the place of study, and an insufficient level of implementation of medical information systems and an insufficient number of computers in the medical posts of schools. In addition, an important problem remains the insufficient provision of qualified personnel and the proportion of detection and recovery of diseases during preventive examinations of schoolchildren, ”Zhanar Saduova noted.
Among the strengths, she said, the equipment of medical offices was standardized, the maximum coverage of BLS training and the “School Medicine” cycle was achieved, the categorization of school medical workers increased, “Uniform standards for the diet of schoolchildren” were developed and the phased introduction of medical information systems into the school system. health care.
“We see opportunities for development in planning timely advanced training of school health workers, in taking measures to improve the coverage of schoolchildren with preventive examinations. It is also necessary to ensure the staffing of medical organizations, regardless of the form of ownership, staffing of state medical organizations with doctors with the certificate “School Medicine”, – stressed Saduova.
The event also heard reports from the coordinator of school medicine from Nur-Sultan and a representative of the Department of Analysis and Forecasting of the Health Insurance Fund.
Vice-minister A. Giniyat, taking into account the above, has given instructions to local health departments, structural divisions and subordinate medical organizations of the Ministry, appropriate instructions to address the above problematic issues.
