In support of the “Public Control” civic initiative, Alexei Tsoy, Minister of Health held an online meeting with activists of the volunteer movement, doctors, representatives of NGOs.
The main agenda of the discussion was the issues of organizing the work of monitoring groups, defining their clear functionality, giving them legal status.
According to Saida Tauekelova, an activist of the “Public Control” public initiative in Almaty, when conducting raids on pharmacies for the availability of medicines, escorting humanitarian supplies and visiting medical organizations, legal problems are increasingly encountered that need to be regulated.
“It is necessary to prescribe a clear functionality of each monitoring group, issue certificates to volunteers, memos and identification marks, arrange the processing of incoming information and transfer it to the appropriate authorities for decision-making,” said the leader of the volunteer movement.
According to Lima Diaz, the “Public Control” Republican coordinator, it is important to build this work on a systematic basis and mainly not “interfere with the work of doctors and not endanger your health, the health of patients. Provide access for volunteers to facilities, infectious diseases hospitals, where it is necessary to strictly observe a number of sanitary standards. ”
She said that today coordination centers of the volunteer movement have been formed in all regions. Work has been carried out to monitor the delivery of incoming humanitarian supplies to hospitals, pharmacies are being checked for the availability of drugs, and visits to medical organizations are planned.
Irina Smirnova, the Deputy believes that public groups make an invaluable contribution to protecting the health of citizens, noting great progress in the provision of medicines to pharmacies, where there are no longer long queues.
Ksenia Zhylkybayeva, a representative of the Health Department of the Kostanay region, also expressed concerns of medical workers of infectious and provisional hospitals regarding the work of public control.
“The good intentions of the volunteers should not turn into uncontrolled trips to dangerous hospital areas where the infection is raging,” she said on behalf of the doctors.
The main task of public control is not to create obstacles in the work of hospitals and pharmacies, but to give an objective assessment of what is happening without emotion, Vera Kim, one of the activists of the movement in Nur-Sultan, is convinced. “It is very important for us to give feedback, to cover the current situation in the media and social networks. Our activities are aimed at the needs of people who have suffered from CVI so that they receive medical care in full, ”she said.
“As soon as we have regulation and an agreement with the Ministry of Health, we will schedule visits to medical organizations providing assistance to patients with CVI. In the near future, we will develop a memorandum – a legal framework for volunteers’ work, a memo for volunteers, and regulations for target monitoring groups. We hope for the support of the Ministry of Health and local executive bodies, in particular, the health department, ”summed up the activists.
Having listened to the views of all parties, the minister noted the importance of targeted work with information coming from activists-members of the “Public Control”, which will already allow solving systemic issues with the participation of local executive bodies.
“We all need to unite in the fight against CVI. Our task is to properly build the health care system so that it is responsive. So that there is no negligence on the ground, at the same time, so that the doctors feel supported and cared for. In the case of patients, if there are abnormal cases or non-compliance with the standards of care, it is necessary to identify and find out the reasons. The honor and dignity of doctors and patients must be unshakable, ”the head of the Ministry of Health emphasized.
“It is very important that volunteers comply with all safety measures and sanitary standards. They must undergo rigorous training without fail. Without this, admission to the medical organization should not be granted. There is also a huge risk of infection, as well as bringing the infection to hospitals. Therefore, it is extremely important to comply with the strict requirements of hospitals, ”said A. Tsoy.
According to him, if there are factors of violation of the law, everything needs to be formalized in compliance with certain rules of appeal.
“You cannot engage in arbitrariness. On the part of the Ministry of Health, I guarantee that this will be considered impartially, ”the minister said.
Bibinur Sheralieva, a member of the volunteer movement turned to the minister with a number of her proposals, in particular, they related to the redistribution of idle medical equipment, as well as providing psychological support to patients during the epidemic.
Having carefully listened to all the proposals, the Minister of Health expressed his readiness to provide all-round support to the “Public Control” activists to improve the quality of medical care for the population and improve the work of medical organizations.
