COVID-19 TREATMENT STOCK

The issue of urgently ensuring the availability of medicines for the treatment of coronavirus infection is under the special control of the Government of the Republic of Kazakhstan. Drawing conclusions from the first wave of the pandemic, in order to quickly and effectively solve the issue of saturating hospitals and provisional centers with all the necessary drugs and medical devices for the treatment of coronavirus infection, prompt measures were developed to stabilize the situation related to CVI.

First of all, a set of urgent measures was developed that helped to quickly resolve the issue of drug shortages in the short term. As part of the fight against coronavirus infection, the Single Distributor has taken measures to provide the country’s medical organizations with medicines. For this purpose, stocks of medicines have been created in medical organizations, as well as in the warehouses of the Single Distributor for prompt shipment, depending on the epidemiological situation. FIRST: A 2-MONTH STOCK OF PREPARATIONS IS PROVIDED IN THE FOOD WAREHOUSES The Ministry of Health has approved 38 items of irreducible drugs for the treatment of COVID-19 in the amount of 6.4 billion tenge. The volume of these items will allow treating 60 thousand patients per month. The volume of a two-month supply of drugs for COVID-19 is distributed and stored on the HUBs of the Single Distributor upon consumption of drugs by the regions in 2020: Almaty – 35%; Nur-Sultan city – 30%; Aktobe city – 15%; Shymkent city – 20%. Medicines of an irreducible stock are used by the Single Distributor at the request of medical organizations in the event of a sharp increase in the incidence, and a shortage of drugs for the treatment of COVID-19. As it is shipped to medical organizations, the used volume of the irreducible stock is promptly purchased and updated. The volume of the irreducible stock is purchased by the Single Distributor outside the applications of medical organizations. SECOND: STOCK OF DRUGS IN MEDICAL ORGANIZATIONS IS PROVIDED Since last year, the medical organizations of the country have been continuously shipping medicines in accordance with the protocol for the treatment of KVI, this is 91 positions. Shipped to medical organizations in the amount of 12.9 billion tenge. THIRD: THE LIST OF ALO has been expanded to 5 NAMES (antipyretic drugs Paracetamol and Ibuprofen, anticoagulants Rivaroxaban, Apixaban and Dabigatran). For the period of 2021, these drugs were shipped to the polyclinics of the republic in the amount of 2 billion tenge. At the same time, 973.79 million tenge was dispensed to the population according to prescriptions. FOURTH: THE PURCHASE OF DRUGS FOR THE RETAIL CHAIN ​​HAS BEEN COMPLETED At the request of akimats, a 2-month stock was formed for 26 items in the amount of 1.8 billion tenge for intervention in the retail network in case of a deficit. Also, we purchased 10 million masks (including 500 thousand for children for the amount of 0.4 billion tenge). Masks are also intended for sale through retail pharmacies in case of urgent need in the regions. This stock is stored at the hubs of the Single Distributor. FIFTH: STOCK OF PPE HAS BEEN FORMED In the amount of 200 thousand disposable suits, which are stored at the HUBs of the Single Distributor. The need for PPE and CVI medicines in each region depends on the outbreak of the disease, and therefore stocks have been created at the Hubs of the Single Distributor for prompt delivery. SIXTH: FORMATION OF A STOCK OF MEDICAL GLOVES A stock of disposable medical gloves will be formed within the framework of a memorandum signed with Chevron for the provision of humanitarian aid in the amount of 10 million pairs at the hubs of the Single Distributor. SEVENTH: STORES OF SYRINGES FOR VACCINATION OF THE POPULATION HAVE BEEN FORMED. With the start of voluntary vaccination of the population against coronavirus infection, the necessary supply of disposable self-destructing syringes is formed. So, to cover the population with vaccination, 22.7 million syringes were purchased, taking into account the introduction of I and II components of the vaccine. 12.82 million units of syringes were purchased from the warehouse of the Single Distributor according to the schedule, of which 10.9 million units were shipped to the regions on the basis of the order of health departments, which is enough for the shipped volume of vaccine against CVI. WAREHOUSE LOGISTICS SYSTEM SK – PHARMACY The created stocks of medicines for the treatment of COVID-19 are stored in 4 large hubs of the Single Distributor in the cities of Nur-Sultan, Almaty, Aktobe and Shymkent. Distribution of medicines from hubs to regions is carried out according to the cross-docking principle. The Single Distributor monitors the availability of medicines and medical products in the warehouses of the Single Distributor on an ongoing basis, and the balance in medical organizations. On a weekly basis, information is provided to the Ministry of Health of the Republic of Kazakhstan. The list of medicines included in the protocol for the diagnosis and treatment of CVI is approved by the Ministry of Health of the Republic of Kazakhstan. The Joint Commission on the Quality of Medical Services (JCC) of the MHRC develops recommendations for improving clinical protocols and drug provision. Based on clinical protocols, the Formulary Commission of the MZRK includes drugs in the orders and the list of the Single Distributor for purchase. Developed by
